Overview

What is the Federal Skilled Worker Program?

The Federal Skilled Worker Program (FSWP) is one of the federal economic programs managed through Express Entry. It is intended for skilled workers with qualifying work experience who plan to settle outside Quebec.

FSWP eligibility is separate from your Comprehensive Ranking System (CRS) score. You must first meet the program rules and selection-factor pass mark. If eligible, your CRS score is then used to rank your Express Entry profile.

Eligibility

Federal Skilled Worker Program eligibility

Your primary skilled work experience must generally be in NOC TEER 0, 1, 2 or 3, match the NOC used as your primary occupation, include the lead statement and most main duties, have been gained within the last 10 years, be paid work and include at least 1 year of continuous work or 1,560 hours.

You must also meet the language and education requirements, be admissible to Canada and plan to live outside Quebec.

Language

You must take an approved English or French test and meet at least CLB/NCLC 7 in all four abilities for your first official language.

Education

You need at least secondary education. Foreign education generally needs an Educational Credential Assessment if you rely on it for eligibility or points.

Selection factors

IRCC assesses language, education, work experience, age, arranged employment and adaptability on a 100-point grid. A score of at least 67 is currently required. This is different from CRS.

Proof of funds

Most FSWP applicants must show settlement funds. An exemption can apply if you are legally authorized to work in Canada and have a valid job offer.

Application process

How the FSWP and Express Entry process works

  1. Confirm minimum FSWP eligibility.
  2. Calculate the FSWP selection-factor score.
  3. Complete language testing and an ECA if required.
  4. Create an Express Entry profile.
  5. Wait for an invitation to apply.
  6. After an ITA, submit the permanent residence application and supporting documents.

  • passport and civil-status documents;
  • language test results;
  • education records and ECA where applicable;
  • employment reference letters and work records;
  • proof of settlement funds where required;
  • police certificates, medical information and family documents.

Employment letters should describe duties, dates, hours and compensation clearly enough to support the NOC claimed.

  • not meeting the continuous-work requirement;
  • confusing the 67-point grid with CRS;
  • expired language or ECA documents;
  • weak proof of funds; and
