Open Work Permit Canada

An open work permit can allow an eligible foreign national to work for most employers in Canada without being tied to one specific job offer. Open permits are available only in defined situations, so the key question is which legal category makes you eligible.

Overview

What is an open work permit?

An open work permit is not job-specific. Unlike most employer-specific permits, it generally does not require an LMIA or Employer Portal offer. Restrictions can still apply to certain employers, occupations, medical conditions or locations.

Eligibility

Who can apply for an open work permit?

Open work permits are available only in specific situations, including certain PGWP applicants, IEC Working Holiday participants, spouses or family members of eligible workers, students or PR applicants, some permanent residence applicants, refugees/protected persons, vulnerable workers and other defined categories.

Most people cannot simply choose an open permit instead of an employer-specific permit.

Key requirements

Category-specific eligibility matters

Every open work permit category has its own rules. A PGWP depends on the graduate's program, a spouse's permit depends on the principal applicant, and a BOWP depends on a qualifying PR application. The application must identify the correct category and include the evidence required for it.

Application process

How an open work permit application works

  1. Identify the exact open-work-permit category.
  2. Confirm status and location rules.
  3. Gather category-specific documents.
  4. Apply through the correct IRCC process.
  5. Pay the applicable permit and open-permit-holder fees.
  6. Review conditions after approval.
