Ontario PNP (OINP)

Ontario redesigned its provincial nominee program in 2026. The Ontario Workforce Priority stream now provides the principal worker pathway for eligible foreign workers with qualifying Ontario job offers, with a route for eligible self-employed physicians. Argus can help you work from the current rules rather than information about streams that have closed.

Current status

Important 2026 OINP changes

Ontario closed eight former OINP streams in June 2026 and introduced the Ontario Workforce Priority stream. The new EOI portal opened in August 2026.

Older information about Employer Job Offer, Human Capital Priorities, French-Speaking Skilled Worker, Skilled Trades, Master's Graduate or PhD Graduate streams may be outdated for new applicants.

Overview

What is the Ontario Immigrant Nominee Program?

The OINP allows Ontario to nominate eligible applicants for Canadian permanent residence based on provincial labour-market and economic priorities. IRCC makes the final federal permanent residence decision.

Eligibility

Who may qualify under Ontario Workforce Priority?

The current stream is designed for eligible foreign workers with qualifying Ontario job offers and eligible self-employed physicians. For job-offer applicants, the employer initiates the process before the applicant registers an expression of interest.

Requirements vary by TEER category, work experience, Ontario-graduate status and occupation.

Key requirements

Job offer, work experience and employer requirements

Job offer

The offer must meet the current full-time, permanent, wage and occupation rules.

Work experience

Ontario has different experience routes depending on the applicant and job, including specific rules for recent Ontario graduates.

Employer eligibility

The employer must meet business history, premises, revenue, staffing and compliance requirements.

EOI

Meeting minimum eligibility does not guarantee an invitation to apply.

Application process

How the current OINP process works

  1. Confirm applicant and employer eligibility.
  2. Employer initiates the job-offer process.
  3. Applicant registers an EOI.
  4. Ontario may issue an invitation.
  5. Employer and applicant submit their required applications within the deadlines.
  6. If nominated, apply to IRCC for permanent residence.
